Secondly and more significantly, in order for this question to be in order it must relate specifically to legislation or a regulation which is administered by the Special Minister of State. The preselection processes of political parties are not matters which are subject to either regulation or legislation administered by the Special Minister of State and therefore this question must be ruled out of order.
