In 1688, the parliament reaffirmed its power and the relationship between itself, the executive and the Crown. That relationship, set in Westminster in the 17th century, is the same relationship we have today in 2011. It has stood for hundreds of years and it is not a light matter for the parliament to decide that it cannot deal with a matter that we would like to put before it.
