Madam Speaker, on a point of order: as you would recall, in the last parliament, from time to time government members were tardy in rising. When that occurred, they missed out. That is what happened, and that was the way it was implemented. And I can assure you that as Leader of the House that is one way I kept discipline on our side and encouraged people to jump.
