On the point of order, Mr Speaker. There are a limited number of motions which once moved must be put immediately. The motion 'That the member no longer be heard' is one of them. Therefore, he cannot move a subsequent motion, because under standing orders the first one must be put immediately. I don't particularly like what he moved, but I simply ask that the standing orders be followed, that the first motion be put immediately and then you ask whether the amendment is seconded.
