I have a series of other questions on this bill in relation to exemptions in relation to donations. It's not clear to me whether the minister's going to respond or not—unfortunately, it seems not. There are three pages of exemptions to the definition of a donation or a gift under this bill. Whether each of these is justified is exactly the sort of thing that we should be looking at in a committee inquiry, but the minister has said that we don't need another inquiry because all these questions were considered by JSCEM.

Can the minister explain where each of these exemptions is justified and explained in the JSCEM report? I am still seeking justification and understanding of why these areas were excluded from the gifts.
