My question is to the Prime Minister. Given the Prime Minister’s refusal to take the previous question, I ask him: Prime Minister, who decided that Mr Zhang would come to this country, and the conditions and circumstances in which he would work?

That decision would have been made in accordance with the operation of a policy which has been more widely used by the Labor health department in New South Wales than any other organisation in the country.
