I present a supplementary explanatory memorandum and correction to the explanatory memorandum to the bill and to the Fairer Private Health Insurance Incentives (Medicare Levy Surcharge) Bill 2011 and the Fairer Private Health Insurance Incentives (Medicare Levy Surcharge—Fringe Benefits) Bill 2011. I ask leave of the House to move government amendments (1) to (4) together.

The minister has moved government amendments (1) to (4) together. Next week I intend to make a statement on relevance. I draw to the attention of honourable members that the debate on these amendments must be confined to the substance of the amendments and not to the general issue which has been more broadly debated.

These amendments simply amend the commencement date for the measures in these bills from their previous start date of 1 January 2012 to 1 July 2012.
