Mr President, on the point of order: I do not think it is appropriate for the chair to describe a senator as having wound himself up and to run a commentary on it. My point of order is that you have to rule according to the rules of the Senate. If no time was set, then it is within the rights of the senator to speak. I think it is fine for him to be reminded that it was to be a short statement, but for the President to run a commentary on the performance of the senator speaking is quite out of order. I ask you to think about that.
