The reason that I raise this issue is that it is good that the parliamentary secretary has this high degree of confidence that the system is going to work because there is goodwill—as we have seen, there is tripartisan consensus, in this chamber at least, that this is a scheme that needs to get up and go forward—but, when you say that the bill will act as intended, there are no targets; it is an empty framework. There are no levers, for example. I would seek to have the parliamentary secretary address speci­fically the issue that I asked about: what triggers or thresholds will be set, either legislatively or as part of the work of this advisory group, that would move a product category or product scheme from one tier to the next? At what point do we say a particular voluntary scheme is not working and needs to be tightened up? There is nothing in the bill—maybe you could point it out if I have missed it—that would require that kind of transition to a higher standard of performance if we are failing in one particular area.
