Mr President, I ask a supplementary question. I note the minister's response early in his answer about results. I would have thought, Minister, that the provision of performance data would help with checking on results. Can the minister further explain how it is possible that a performance indicator for the outcome that 'people have access to housing through an efficient and responsive housing market' has not been developed—
