I understand what you are saying, Minister, but I think we are still not getting to any sort of clarification. I take your point that we can reverse it and look at it as a reduction in fertiliser use, which is common practice amongst farmers. Reducing fertiliser occurs right across the breadth of the farming sector, so one would assume that is going to be common practice. Decreasing fertiliser is going to give us the environ­mental benefit of an increased abatement and yet it is not going to be considered for getting an ACCU because it is common practice.
