I thank Senator Joyce for the support for this bill. One of the greatest threats to the marine environment, as we all know—particularly those of us from North Queensland—is a major oil spill. This bill continues the government's persistent efforts to protect the marine environment by setting out measures to be adopted when oil that is being carried as cargo is transferred between oil tankers. The amendments in this bill reflect international best practice. I thank Senator Joyce for his contribution and I commend the bill to the Senate.
