Mr President, I ask a supplementary question. I refer to the government's statement that their proposed amendments to the Migration Act deliver on the basic tenets of the UN convention and, when coupled with the transfer agreement between Australia and Malaysia, provide ample protection for the rights of asylum seekers. As clause 16 of the transfer agreement expressly declares it to not be legally binding, upon what basis does the government make these claims?
