Mr President, I ask a supplementary question. I refer the minister to statements by the chief executive of Anglo American, the world's fourth largest miner, that they do not think the carbon tax is the right approach at all and that it will have an impact on investment decisions. Does the government accept Ms Carroll was telling the truth when she said that withholding investment was 'something we are going to have to consider'?
