Thank you, Minister. You answered my first question, so that was helpful. I have a second supplementary question: why does the government think the states are up to the job if they have not assessed the capacity of the states to administer the federal government's environment responsibilities, they have not considered the states' poor history on environmental matters and they have not considered the recent job cuts in state environment departments, particularly Queensland?
