The question is that the bill be now read a third time.

A division having been called and the bells being rung—

Before I proceed to the division, the television screens have been indicating that this is a quorum and not a division. I feel as though there is a fair representation in the chamber but, if any senator wants me to call the division again, I will. As there has been no request or indication from the whips, we will proceed to the division.
