I thank the minister for that answer. Mr President, I ask a supplementary question. I refer the minister to the Adelaide Advertiser, which reported that Senator Edwards's vote for the Prime Minister in yesterday's leadership spill depended on South Australia 'being able to take part in a competitive tender.' Is the Prime Minister now so desperate to secure his failing leadership that he is lying to colleagues and trading our submarines for votes?
