Based on that rich history provided by Mr Shorten's own activities, the Productivity Commission has made a draft recommendation, a draft recommendation which suggests that the Fair Work Commission should make that determination. At all times, we have said the Fair Work Commission should make that determination and not union leaders like Mr Shorten— (Time expired)
