My question is to the Minister representing the Prime Minister, Senator Brandis. I refer to the Prime Minister's announcement at Penrith oval on 30 March that 'the federal government will reduce our income tax by an agreed percentage and allow state governments to levy an income tax'. Was this policy subject to full cabinet consideration before it was announced?
