We do not believe it is an either/or proposition. We believe you can have a world-leading tertiary education sector as we do and at the same time have equity of access so that background social and economic disadvantage is no barrier to entry by designing FEE-HELP schemes whereby students can make a contribution but they repay that contribution when they are in a position to do so.
