Mr President, on the point of order, Senator Brandis's assertions are a misstatement of the question. The only preamble, as you are describing it, is a reference to the report that Mr Turnbull dined with a Chinese political donor after a $40,000 donation was made. That is the only preamble, which is absolutely germane to the question.
