The OECD has found that Australia doesn't have the skills needed to engage effectively in global value chains, and the Productivity Commission has called the system 'a mess'. Given the Abbott-Turnbull government cut $3 billion from VET and training since taking office and cut a further $270 million in the last budget, isn't it clear that the mess is of your making?
