We obviously disagree, Senator Henderson. I suppose we have had a pretty big agenda. We've been delivering on 20,000 additional university places. We've also been focused on the university accord, but we also want to deliver on our election promises. That's what this legislation is about. The process that the department will go through with the sector, following this, would be to work out those exact details about the nature of the course and how many universities and students would be taken on at each one.
