The amendment addresses stakeholder concern that the new paragraph 60CC(2)(e), referring to the benefit to the child of being able to maintain a relationship with their parents or other significant people, may not capture situations where a relationship with a child has not yet been established—for example, where a parent has not yet had the opportunity to form a relationship due to the age of the child.
