I wish to inform the Senate that Senator Vanstone, the Minister for Immigration and Multicultural Affairs, will be absent from question time today and tomorrow. Senator Vanstone is representing the Australian government at the United Nations High Level Dialogue on International Migration, in New York. During Senator Vanstone’s absence, Senator Kemp will answer questions on behalf of the portfolio of Immigration and Multicultural Affairs—
