That this bill may proceed without formalities and be now read a first time.

Senator Ryan, you can ask to have a question split or divided because there is no provision for you to speak in the first reading. If you want to speak on the motion that the bill proceed without formality, there are two parts to that question and you can ask for that question to be divided. The question will be divided. The first question will be that the bill proceed without formality.
