I seek leave to move a motion relating to consideration of legislation.

Pursuant to contingent notice standing in my name, I move:
That so much of the standing orders be suspended as would prevent Senator Birmingham moving a motion to provide for the consideration of a matter, namely a motion to provide that a motion relating to the consideration of legislation may be moved immediately and determined without amendment or debate.

That the question be now put.

I move:
That today:
(a) the hours of meeting be 9.30 am to adjournment;
(b) if by 7.20 pm the Federal Circuit and Family Court of Australia Bill 2019 and the Federal Circuit and Family Court of Australia (Consequential Amendments and Transitional Provisions) Bill 2019 have not been finally considered, the routine of business from that time be consideration of the bills only;
(c) divisions may take place after 7.20 pm for the purposes of the bills only;
(d) if by 9.30 pm, consideration of the bills has not been completed, the questions on all remaining stages be put without debate;
(e) paragraph (d) operate as a limitation of debate under standing order 142;
(f) the Senate adjourn without debate after consideration of the bills has been completed, or when a motion for the adjournment is moved by a minister, whichever is the earlier.
