So, Minister, if somebody then says 'Vote 1' on a how-to-vote card, that is misleading? It does not represent what is actually written on the ballot paper. So did you just say on the public record that if you have a how-to-vote card that says 'Vote 1 above the line', because it does not represent what is on the ballot paper it is misleading?
