Minister, I am just wondering when the government suddenly came to the conclusion that it had to do something with voting below the line as contained in the amendments here. Given that you have argued that there was an extensive period of negotiations prior to the current round of negotiations and consultations, can you explain to me why this issue was not picked up when you drafted your original bill and why you had to end up coming with amendments, even though you argue there had been an extensive period of consultation prior to the short period of consultation that was allowed on this bill?
