I move:

That the Senate:

(a)

notes that on 2 February 2007 the world’s foremost authority on climate change, the Intergovernmental Panel on Climate Change, released a review of the state of climate change science, including the important conclusions that:

(i)

most of the global warming over the past 50 years is very likely (at least 90 per cent chance) to be due to human activity, and

(ii)

the ‘likely range’ of temperature increases by 2100 for the range of modelled business-as-usual scenarios extends from 1.1°C to 6.4°C with ‘best estimates’ ranging from 1.8°C to 4°C;

(b)

recognises that a global temperature increase of above 2°C would pose an unacceptably high risk of dangerous climate change impacts; and

(c)

calls on the Government to introduce a policy framework that is underpinned by a commitment to contribute fairly to global efforts to constrain temperature rise to 2°C or less.
