In Senator Birmingham's absence, I will represent the Minister for the Environment and the Minister for Energy and Emissions Reduction. Senator Payne will represent the Minister for Trade, Tourism, and Investment and the Minister Assisting the Minister for Trade and Investment, and Senator Cash will represent the Minister for Resources, Water and Northern Australia. Senator Ruston will represent the Minister for Education and the Minister for Decentralisation and Regional Education.
