I present the 5th report of 2020 of the Selection of Bills Committee. I seek leave to have the report incorporated into Hansard.

The report read as follows—
SELECTION OF BILLS COMMITTEE
REPORT NO. 5 OF 2020
1. The committee met in private session on Thursday, 11 June 2020 at 7.15 pm.
2. The committee recommends that—
(a) the provisionsof the Payment Times Reporting Bill 2020 and the Payment Times Reporting (Consequential Amendments) Bill 2020 be referred immediatelyto the Education and Employment Legislation Committee for inquiry and report by 30 July 2020 (see appendix 1 for a statement of reasons for referral);
(b) the provisionsof the Primary Industries (Customs) Charges Amendment (Dairy Cattle Export Charge) Bill 2020 be referred immediatelyto the Rural and Regional Affairs and Transport Legislation Committee for inquiry and report by 30 July 2020 (see appendix 2 for a statement of reasons for referral); and
(c) the provisionsof the Product Stewardship (Oil) Amendment Bill 2020 and the Excise Tariff Amendment Bill 2020 be referred immediatelyto the Environment and Communications Legislation Committee for inquiry and report by 30 July 2020 (see appendix 3 for a statement of reasons for referral).
3. The committee recommends that the following bills not be referred to committees:
Authorised Non-operating Holding Companies Supervisory Levy Imposition Amendment Bill 2020
General Insurance Supervisory Levy Imposition Amendment Bill 2020
Life Insurance Supervisory Levy Imposition Amendment Bill 2020
Retirement Savings Account Providers Supervisory Levy Imposition Amendment Bill 2020
Superannuation Supervisory Levy Imposition Amendment Bill 2020
4. The committee deferred consideration of the following bills to its next meeting:

Reasons for referral/principal issues for consideration: To examine advice received by the Government in relation to the impact of the Caltex Australia Petroleum Pty Ltd v Commissioner of Taxation [2019] FCA 1849 case and related levy scheme that underlies this Bill.
