I wish to advise the chamber of changes to ministerial arrangements for today. Senator Wong is absent from question time on account of ministerial business overseas. In her absence I will represent the Prime Minister, the Minister for Foreign Affairs, the Minister for International Development and the Pacific, the Minister for Defence, the Minister for Veterans' Affairs, the Minister for Defence Personnel and the Minister for Defence Industry.
